    ศ.นพ.ประเสริฐ ทองเจริญ ที่ปรึกษาคณะแพทยศาสตร์ศิริราชพยาบาล ภาควิชาจุลชีววิทยา กล่าวว่า ภาวะโลกร้อน ส่งผลให้เกิดโรคอุบัติใหม่และอุบัติซ้ำหลายชนิด ที่น่าเป็นห่วงคือ โรคระบาดจากแมลง อย่างอหิวาตกโรค และไข้เลือดออก ซึ่งมีแนวโน้มรุนแรง อาจจะทำให้ผู้เสียชีวิตเพิ่มสูงขึ้นกว่าร้อยละ 1 หลังจากที่ไทยเคยควบคุมให้อยู่ในระดับต่ำกว่านี้มาแล้ว ส่วนอัตราการดื้อยาของโรคก็เพิ่มสูงขึ้นด้วย โดยจากการสำรวจพบว่า ผู้ป่วยวัณโรคในภาคตะวันออกเฉียงเหนือ มีอัตราการดื้อยาถึงร้อยละ 3 และมีแนวโน้มดื้อยาเพิ่มขึ้น หากผู้ป่วยรายหนึ่งแพร่ไปยังอีกรายหนึ่ง ความรุนแรงของการดื้อยาก็จะเพิ่มขึ้นด้วย

    ศ.นพ.ประเสริฐ กล่าวว่า โรคที่น่าห่วงที่สุดคือ การกลับมาระบาดอีกครั้งของโรคที่เคยเกิดหลังสงครามจากภาวะขาดแคลนน้ำ อาหาร รวมทั้งโรคลีเจียนแนร์ จากเชื้อแบคทีเรียลีจิโอเนลลาร์ ต้นเหตุของโรคที่ทำให้ผู้ป่วยเป็นปอดอักเสบรุนแรง พบมากในโรงแรมที่ระบบหอหล่อเย็นไม่ได้มาตรฐาน ทำให้เชื้อแบคทีเรียกระจายไปทั่วห้องพัก ดังนั้น ต้องเพิ่มความระวังในการรักษาความสะอาดหอหล่อเย็นไม่ปล่อยให้เป็นแหล่งเพาะเชื้อโรค

    “โลกร้อนทำให้เชื้อโรคเจริญเติบโตเร็วขึ้น โรคระบาดนำโดยแมลงพวกยุง แมลงวัน จะก่อโรคระบาดทั้งไข้เลือดออก อหิวาตกโรค ระบาดได้รวดเร็ว เพราะพาหะนำโรคมีมากขึ้น แพร่โรคได้เร็วขึ้น แต่เชื้อไม่ได้รุนแรงขึ้น” ศ.นพ.ประเสริฐ กล่าว และว่าภาวะโลกร้อนจะทำให้วงจรชีวิตแมลงวันสั้นลงเหมือนยุงหรือไม่นั้น ตนไม่แน่ใจ แต่เท่าที่เห็นแมลงวันมีจำนวนเพิ่มขึ้น.

    Situation

    China Tuesday confirmed an outbreak of bird flu in the southern province of Guangdong but said it was under control. Laboratory tests of dead ducks at Yashan village recently detected the deadly H5N1 bird flu virus, the agriculture ministry said in a brief statement, without saying when the outbreak took place. It said some 17,127 ducks were culled. Emergency measures have been taken and the epidemic has been brought under control, the ministry said.

    Description:

    A total of 34 plantation workers from a rubber estate here in Segamat are suspected to be down with chikungunya fever. While many received outpatient treatment for the mosquito-transmitted fever, at least 14 have been warded at the Segamat Hospital since the outbreak was detected about 12 days ago in Bukit Datuk Estate. Many of the workers have been suffering from fever, rashes and joint pains. This is the 2nd major outbreak in the state over the past 3 months. In April 2008, several villagers in Kampung Ulu Choh and Kampung Paya Mengkuang near Gelang Patah had contracted chikungunya [virus infection]. On the latest outbreak in Segamat, state Health department director Dr. Mohd Khairi Yakub said, "14 were admitted, but as of now we have 2 or 3 people still warded for observation. We have also taken at least 12 samples and have sent it for further tests to confirm whether it was chikungunya fever," he said.

    He urged the public not to panic. "The situation is under control," he said, adding that the fever was not life-threatening. Dr. Mohd Khairi said a medical team had been sent to the area to conduct house-to-house checks to treat the sufferers after it came to light on 16 Jun [2008] that several workers were showing symptoms of chikungunya [virus infection]. The estate management was cleaning up the area, as there were a lot of mosquitoes in the area. State Women, Family, Community Development and Health Committee chairman Dr. Robia Kosai advised people to keep their living and work surroundings clean. "Unlike dengue fever, Chikungunya is not fatal," she said, advising anyone who was down with fever to seek medical treatment immediately. The health department officials were fogging the area while the estate authorities had carried out a campaign to clear the estate of potential mosquito breeding grounds.

    Description:
    Five more people have come down with the mosquito-borne chikungunya fever in Singapore, said the Health Ministry (MOH) on Wednesday. They include two foreign workers at Kranji Way, bringing the total number of cases linked to the northern industrial area to 30,said the ministry. The two, a 48-year-old Indian and a 34-year-old Chinese National, have no recent history of travel overseas prior to their onset of illness, said the authorities. The Ministry said it has also been notified of three other cases not related to the Kranji cluster. So far this year, there has been 103 cases of chikungunya fever in Singapore. Like dengue fever, chikungunya fever is a mosquito-borne disease, characterized by sudden onset of fever, chills, headache, nausea, vomiting, joint pain with or without swelling, and low back pain. The best way to prevent chikungunya fever is to take precautionary measures to prevent mosquito breeding.

    Description:

    A 4th child has fallen ill with a mystery virus that is suspected to have killed 2 children and left one in serious condition, health officials said Thursday [21 Aug 2008]. The latest patient, a 3-year-old boy, was admitted to hospital Tuesday [19 Aug 2008] with fever and vomiting. His condition worsened after convulsions, and he fell into a coma, the Centre for Health Protection said. His condition was said to be critical on Thursday [21 Aug 2008], with signs of blood poisoning and brain abnormalities. Health officials are already conducting an investigation into the illnesses after the deaths last week of 2 girls, 9 and 3, who suffered from inflammation of the heart and blood poisoning.

    A 3rd girl, 7, is in critical condition, suffering from brain inflammation. Thomas Tsang Ho-fai, controller of the Centre for Health Protection, said it was not known whether one single virus or different viruses were responsible and an investigation was ongoing. In the meantime, he reminded parents to pay close attention to their children's health and seek medical help if they developed persistent high fever, vomiting or convulsions. In March 2008, the government closed all Hong Kong primary schools and kindergartens after the deaths of 2 children caused panic among parents who remembered the grim days of the 2003 outbreak of SARS, or severe acute respiratory syndrome, which killed 299 and infected 1755 in Hong Kong. It brought the return of surgical-style face masks, which were sold by the millions and worn on the streets, in schools and in workplaces during the SARS outbreak.

    18 Farms have been hit by the Anthrax outbreak in Doubs. According to the Department of Veterinary Services on Thursday [14 Aug 2008], 38 cattle have died since the beginning of the month of July 2008. A beef animal died on Wed 6 Aug 2008 of anthrax at Avoudrey (Doubs) on a farm which had not been contaminated by the disease. Then 4 beef animals were found dead at the end of last week on 2 farms already contaminated from the same source at Passonfontaine. The contaminated farms are in 8 communes in the same sector covered by the DVS and the prefecture of Doubs. By an official demand by the prefecture from 7 Aug 2008, the vaccination of cattle and sheep has been made obligatory in 25 communes of the department of Doubs, and the opening of the game hunting season has been put back from 16 Aug to 26 Aug 2008; forestry work has been suspended and access forbidden to 6 ancient animal cemeteries that have been identified. The DSV estimate is that there will be 9000 animals (both sheep and cattle) that will need vaccination. The disease is transmittable to humans but only in exceptional cases and only in the case of extreme proximity to the animal, stressed the prefecture.

    Description:

    Nine people out of 27 cases have so far died of an unidentified epidemic that has hit the western Ugandan district of Kasese in recent weeks, a district official has said. Peter Mukobi, the district health officer, said on Wednesday that preliminary investigations show that the outbreak may be typhoid but he is awaiting confirmatory results from the country's central public laboratory. He said that the victims showed signs and symptoms of fever, abdominal pain, diarrhea and later constipation. A medical team from the health ministry is already in the district carrying out various tests and promoting proper hygiene and sanitation as one of the measures to contain the spread of the disease, he said. "We are advising people to drink boiled water, wash hands after going to the toilet, dispose off fecal matter properly and generally maintain proper hygiene," said Mukobi. The East African country has recently been hit by a string of epidemics since late last year including Ebola, meningitis, cholera, Hepatitis E.

    Description:

    Some 700 children and 130 adults have been taken ill in the Montenegrin capital. The Montenegrin Institute for Public Health announced that the number of people registered with stomach problems during the weekend and on Aug. 25 exceeded 800. It was stated that the Department for Infectious Diseases of the Montenegrin Clinical Center in the past two days hospitalized 15 persons, and the Institute for Childhood Illnesses 17 children with stomach problems. According to them, help is required by patients whose problems include vomiting, diarrhea and increased temperature, so it is supposed that the cause of the infection is "most probably" a virus. However, the Institute stated that they are investigating the cause and the source of the infection. The public company Water Management previously announced that the water from sources which supply Podgorica "is completely safe to drink" and that "samples for analysis were taken from several places." The Institute for Public Health recommended that citizens improve their personal hygiene.

    Description:

    At least 1,000 people have been reportedly affected by an unidentified disease in some villages of Gulmi district in western Nepal, while number of pneumonia patients has gone drastically up in the district. According the Friday's report, the unidentified disease gripped Darling for a week and Neta and Paudi Amarai in the district, some 200 km west of Kathmandu, for the last four days. The disease is characterized by headache, fever, common cold, fainting and diarrhea. With the number of patients increasing, the Village Development Committees (VDCs) have fallen short of medicines, the RSS said. Young people in between 14 to 20 years of age were more affected. Classes in schools have also been affected due to the disease. However, district public health office said it was not aware of the epidemic. Acting chief of the office Shiv Chalise said a team of health personnel would be dispatched to the VDCs soon.

    Description:

    Five people hospitalized with anthrax in southern Kazakhstan have had their diagnosis confirmed, the Kazakh emergencies ministry said Friday. The patients, from a village in the Zhambyl Region, were hospitalized a week ago. "Laboratory tests have confirmed the diagnosis," the emergencies ministry press service said, adding that the patients were in satisfactory condition and that people they had come into contact with were being closely watched. Measures are being taken to prevent an epidemic in the region. Outbreaks of anthrax are relatively common in the Central Asian state. Owners of sick cattle have been known to sell meat from infected animals after culling them, bypassing veterinary checks.

    Situation

    The health department has registered three new cholera cases in the southern Iraqi province of Karbala, the general director of the department said Thursday. Alaa Hamoudi told the Voices of Iraq (VOI) news agency that the three cases, two women and a child, were in stable condition and getting the needed medicaments. Last Tuesday nine children had left hospitals after they were cured of the cholera in the Shiite holy city, Hamoudi said. Iraqi Minister of Health Saleh al-Hisnawi said last week that five people had died of the disease and that there were more than 85 other unconfirmed cases of cholera. Health departments in several provinces have taken precautionary measures to prevent the possible spread of the disease after several cases were recorded in Babel, Karbala and Maysan. Other precautionary measures introduced by the National Committee for Combating Epidemics include deploying more medical teams on the borders and monitoring Iraqis entering Jordan, which currently hosts about 500,000 Iraqi refugees who fled their country after the US-led invasion of Iraq in 2003.

    Description:

    Livestock officials in Sukhothai Province reported the discovery of the H5N1 virus in domestic chickens raised by Mee Puengwang, a resident of Nong Wong Kwian Village in Swankalok District. Assistant Village Chief Jamnien Puengwang said that 29 families in the village raised a total of nearly 1000 chickens before a number of them began to die of suspicious causes. She said there were no reports of the deaths of these fowls as some villagers were worried that their fighting birds might be slaughtered due to bird-flu fears. After officials declared the discovery, all chickens in Sawankalok District were destroyed and their owners are to receive 32 baht [approx 0.90 USD] per kg for the killed birds. Sukhothai Governor Yothin Samutkheeree has urged all related agencies to keep a close eye on the probable viral spread, especially in the areas where H5N1 was once found. Locals have been asked to report any suspicious deaths of birds immediately.     Bird flu has been found at a native-chicken farm in the northern province of Sukhothai, raising fears of a new outbreak of the H5N1 avian flu virus in the country. Livestock Development Department chief Sakchai Sriboonsue said a lab test on a chicken carcass from the Thung Saliam district showed the dead fowl was infected with the H5N1 strain. All 17 native chickens at the farm had been culled to prevent the disease spreading, Mr Sakchai said. The department declared the area near the infected farm a bird flu outbreak zone to facilitate the disease control operation last week, when five chickens at the farm died, he said. It was the third outbreak of bird flu case this year. The first two were in Nakhon Sawan's Chumsaeng district and Phichit's Sak Lek sub-district in January. ''The department will work closely with health officials to prevent the virus being transmitted from the fowls to humans,'' the livestock chief said. The department will also inform the World Organisation for Animal Health today about the re-emergence of bird flu. Frozen poultry exports would be suspended. Agriculture Minister Somsak Prissananantakul has instructed stepped-up surveillance for bird flu as the disease usually flares up in the cold season. The country's first outbreak was in January, 2004. More than 60 million fowls died or were culled. A total of 25 people have been infected by the virus since 2004, with 17 dying.

    At least 100 pigs have died of an unidentified disease since April 26, said residents in Twante Township in Rangoon division, raising apprehensions following the outbreak of Swine Flu in Mexico. About 25 pigs from piggeries in Thakhundine and Zeephyukone villages in Rangoon division’s Twante Township died since Saturday, local residents said. “Before the pigs died, they showed symptoms of poisoning. The bodies of the animals shook. And about two hours later they fell dead,” a local resident of Twante town told Mizzima. “When we took the meat of the dead pigs the colour was dark and it looked as if it was dehydrated. And when people ate the meat, they started feeling dizzy. Some had to contend with loose motion,” he added. The locals said, with little knowledge about the disease that the pigs were afflicted with, farm owners buried the pigs in the fields. After the death of the animals came to the notice of local authorities, a doctor from the Twante hospital along with several officials from the health department came for inspection. But they failed to diagnose the disease that killed the pigs, he added. “The doctors told us to keep them informed if more pigs died in other villages,” he said.

    Piggery owners, who built the piggeries on fish ponds, usually sell their pigs to restaurants and to butchers. A local resident of Zeephyukone village told Mizzima that many people in the village have piggeries and supply local meat shops as well as restaurants. “I know one owner of a piggery, who had about 50 pigs in his farm, but since they died one after another only 22 are left. He did not bury the dead pigs but sold the meat to restaurants,” he added. While the going price of a healthy pig in the market is about Kyat 4,500 (USD 3.75) per viss, the meat of dead pigs was sold only at Kyat 1,500 (USD per 1.25) per viss. The strange death of pigs in Twante town comes even as the world anxiously watches the outbreak of Swine Flu that has already claimed over 100 lives and caused illness to more than one thousand. Countries across the globe including Japan, China, South Korea, Thailand and Singapore and India, have become cautious and are conducting medical check-ups at international airports. The World Health Organization (WHO) on April 26, issued a statement “Public Health Emergency of International Concern” warning the people of the outbreak of Swine Flu. Similarly, Burma’s military authorities also issued orders on April 27 to check all entry points to the country such as airports, sea ports, and border check-points. But locals in the areas said, there has been no implementation of the order.

The victim was 22 years old, female, 4 months pregnant, and was an unemployed resident of Echeng District of Ezhou City in Hubei Province. She fell ill on 23 May 2010 and was hospitalized for treatment as her conditioned deteriorated. She died on Thu 3 Jun 2010 at 12:35 a.m. despite an intensive effort to save her. On the night of Wed 2 Jun 2010, the Hubei Province Center for Disease Control ran tests on samples from the patient's respiratory tract, which were positive for H5N1 highly pathogenic avian influenza virus infection. Virus isolation work is now underway. Epidemiological investigation by local health agencies found that the patient had contact with sick and dead poultry prior to falling ill. Work teams and specialist teams sent by China's Ministry of Agriculture will launch investigations and laboratory tests on poultry, in conjunction with Hubei veterinary agencies. No outbreaks of avian influenza in poultry have been found so far.

The worst cholera epidemic in decades broke out in March, exacerbated by a lack of wells and poor hygiene standards. The north of Cameroon often suffers from cholera outbreaks during rainy season, and government efforts to address the situation have been criticized. Some 250 wells are being urgently constructed to try and contain the outbreak, but some feel it is too little, too late. "The government is aware that this part of the country is prone to cholera," said Honore Ahmed, program officer with the Association for Septemtrion Development. "By now, we should have had permanent structures that fight this cholera."

    Cholera deaths in Haiti have dropped off dramatically but the United Nations has warned the epidemic could still spread across the country and remain in the environment for years. The outbreak emerged last Thursday as the death toll soared to 135, but the number of new daily deaths has since rapidly declined to 33 on Sunday and just six on Monday. Announcing the new death toll of 259, Gabriel Thimote, the director general of Haiti's health department, said the overall number of infections had risen from 3,115 to 3,342 over the past 24 hours. Meanwhile, aid agencies have stepped up efforts to ring-fence the disease and keep it out of the unsanitary refugee camps that throng the capital Port-au-Prince and could turn the epidemic into a major health disaster. Haitian officials have expressed confidence the outbreak is contained to central areas along the Artibonite river - thought to be the source of the epidemic - but the UN was quick to temper such optimism. "A nationwide outbreak with tens of thousands of cases is a real possibility," the UN said in a statement. Nigel Fisher, the UN humanitarian coordinator in Haiti, says the situation is "extremely serious". "Based on experience with epidemics elsewhere, it would be irresponsible to plan for anything but a considerably wider outbreak," he said. "We are particularly concerned about Port-au-Prince and those in the slum areas as well as in the camps, but we are also preparing for outbreaks in the rest of the country." An estimated 1.3 million people, most of them refugees from Haiti's devastating earthquake in January, live in temporary camps in and around the capital. Cholera is primarily passed on through contaminated water or food and could spread like wildfire through tent cities where displaced families bathe outside, do laundry and share meals in close quarters. Most of those infected have been admitted to hospitals and health centres around Saint-Marc, a main town several hours north-west of the capital.

    Situation: The death toll from Haiti's cholera outbreak climbed to 273 by Tuesday evening, the country's health ministry said. The number of infections has grown to 3,600. Earlier, 259 had been confirmed dead and more than 3,000 cases had been diagnosed. The World Health Organization has warned that the outbreak will spread across Haiti, and also into neighbouring Dominican Republic that shares the island of Hispaniola with Haiti. Earlier Tuesday, the Dominican Republic closed most of its border. Responding to a query, Caroline Klein from the aid organisation humedica said Tuesday evening: "The situation is not under control. There are reports that the cholera has spread to the north." Every day new patients are brought into the clinic in Drouin, the town in central Haiti where Klein along with two teams of doctors have been working since last Thursday. The government and aid organizations in the impoverished country are working frantically to stop the disease from spreading, amid fears that it could reach overcrowded refugee camps still sheltering more than 1 million people since the January 12 earthquake. The Dominican Republic has closed most of its border with Haiti because of the outbreak of cholera in the neighbouring country, newspapers reported Tuesday.
