    BEIJING — Recent heavy rains across much of China have left nearly 100 people dead, state media said Tuesday. More than a third of the fatalities were in the flood-ravaged capital, where some residents questioned whether the city’s rapid push for modernization came at the expense of basic infrastructure such as drainage networks.

    Authorities in Beijing were still trying to pump water from sections of flooded highway after Saturday night’s torrential downpour, the city’s heaviest rain in six decades.
    The city government said 37 people died: 25 drowned, six were killed when houses collapsed, one was hit by lightning and five were electrocuted by fallen power lines.
    Beijing residents shared photos online of submerged cars stranded on flooded streets, city buses with water up to commuters’ knees and cascades of water rushing down the steps of overpasses.

    Nearly 57,000 people were evacuated from their homes and damage from the storm reached at least 10 billion yuan ($1.6 billion), according to a report by the Beijing Daily newspaper on the Beijing government website.
    Heavy rain also proved deadly elsewhere in the country. The official Xinhua News Agency reported late Monday that 95 people had died and 45 were still missing across 17 Chinese provinces and municipalities, including Beijing. It cited the Civil Affairs Bureau.
    Although Beijing’s worst-hit areas were in rural hilly outskirts of the city, the scale of the disaster was a major embarrassment for China’s showcase capital, where such things are not supposed to happen.

    The city has seen tens of billions of dollars poured into its modernization, including iconic venues for the 2008 Olympics, the world’s second-largest airport, new subway lines and dazzling skyscrapers. But the floods raised questions about whether basics like drainage were neglected.
    “If so much chaos can be triggered in Beijing, the capital of the nation, problems in urban infrastructure of many other places can only be worse,” said a commentary in Monday’s state-run Global Times newspaper. “In terms of drainage technology, China is decades behind developed societies.”

    The criticism mirrors some of that seen after a high-speed train crash that killed 40 people in Wenzhou in southeastern China a year ago Monday. That turned into a public-relations nightmare for the government and led many to question the quality of infrastructure in the country and the government’s transparency on disasters.
    Some pointed out that Saturday’s deluge was historic in nature, with the Global Times noting it was the heaviest rainstorm in the capital in 61 years. The worst-hit area of the city received 460 millimeters (18.4 inches) of rain on Saturday.

    “In just one day, it rained as much as it normally rains in six months in Beijing,” said Zhang Junfeng, a senior engineer from the Ministry of Transport who runs weekend tours of Beijing reservoirs and gives lectures on water conservancy. “No drainage system can withstand rains this big.”
    In Qinglonghu, a village about 40 kilometres (25 miles) from downtown Beijing where many migrant workers from surrounding provinces have settled, at least two dozen brick homes were flooded. Local residents said Monday they were terrified to go back into their homes for fear they would collapse. They said they were sleeping outside, had no drinking water or food and had yet to get any assistance from local officials.

    At least three people from the village were believed killed, residents said, including a man crushed by a falling power line and a woman and her 8-month-old baby who were washed away.
    “No one wants something like this to happen,” said Cao Fuxiang, the woman’s cousin. “Life is so difficult. We left our town to make some money and now she has disappeared.”

    The capital’s skies were clear Monday, with traffic largely back to normal and the city’s main airport operating normally after hundreds of flights were cancelled or delayed over the weekend. But hard-hit areas were still feeling the effects.

    Some Beijing residents complained that the city government was too slow in warning residents about the rain and said much of the information they received had come instead from the Internet.
    “The government should provide more disaster-related education to the public and precautions for extreme weather,” said Dong Liming, a professor at Peking University’s College of Urban and Environmental Sciences.

    Heavy rain also proved deadly elsewhere in the country. Fifteen people were killed and 19 remained missing in disasters linked to the rainstorms in Hebei province next to Beijing, the official Xinhua News Agency said, citing the provincial civil affairs bureau. Six people were killed by landslides in Sichuan province in the west and four died in Shanxi province in the north when their truck was swept away by a rain-swollen river. At least eight people died and 17 were missing due to storms in neighbouring Shaanxi province, and six people were killed and two were missing in Yunnan province in the south.

    รายงานข่าวจากจังหวัดน่าน แจ้งว่า หลังจากมีฝนตก 2 วันติดต่อกัน ล่าสุดวันนี้ (9 ส.ค.55) ได้ทำให้ระดับน้ำในแม่น้ำน่าน และแม่น้ำสาขาต่างๆมีปริมาณเพิ่มสูงขึ้น และได้เกิดน้ำป่าไหลหลากเข้าท่วมในพื้นที่ตำบลแสนทอง บ้านนาหนุน, บ้านฮวก, บ้านนาทราย, บ้านห้วยม่วง และตำบลริม ที่บ้านเชียงแล อำเภอท่าวังผา เนื่องจากเป็นหมู่บ้านอยู่ติดริมน้ำของจังหวัดน่าน กระแสน้ำได้ไหลหลากอย่างรวดเร็ว เข้าท่วมถนนทางเข้าหมู่บ้าน สูงกว่า 1 เมตร ชาวบ้านต้องเร่งเก็บของมีค่าขึ้นที่สูง ขณะเดียวกันน้ำป่ายังทะลักเข้าท่วมไร่ นา ที่กำลังลงต้นกล้า จนได้รับความเสียหายด้วย

    นอกจากนั้น ฝนที่ตกตลอดทั้งคืนยังทำให้เกิดดินสไลด์บนถนนสายท่าวังผา-สองแคว หลายจุด ส่งผลรถยนต์สัญจรผ่านไปมาด้วยความยากลำบาก ต้องใช้ความระมัดระวังเป็นอย่างมาก

    และที่อำเภอปัว น้ำป่าได้ไหลหลากเข้าท่วมบ้านเรือนราษฎรที่บ้านป่าหัด ต.ปัว และเกิดดินสไลด์ ปิดทางเข้าออกหมู่บ้านปรางค์พัฒนา 2 ซึ่งขณะนี้เจ้าหน้าที่ฝ่ายป้องกันและบรรเทาสาธารณภัยเทศบาลตำบลปัว ได้เข้าให้การช่วยเหลือประชาชน และเปิดเส้นทางดังกล่าว

    อย่างไรก็ตาม ขณะนี้สถานการณ์น้ำป่าในพื้นที่จังหวัดน่านได้เข้าสู่ภาวะปกติ วัดระดับน้ำน่านที่สถานีวัดน้ำ สถานี N64 บ้านผาขวาง อยู่ที่ 5.50 เมตร (จุดวิกฤต 9.50 เมตร) และที่สถานี N1 กาดลุ่ม อยู่ที่ 4.90 เมตร (จุดวิกฤต 7.0 เมตร) แต่ยังคงต้องเฝ้าระวังอย่างใกล้ชิด โดยเฉพาะอย่างยิ่งหมู่บ้านติดที่ลาดเชิงเขา ใกล้ลำห้วย ลำน้ำสาขาต่างๆ และอยู่ใกล้พื้นที่ป่าข้าวโพด ซึ่งมีความเสี่ยงหากมีฝนตกหนักปริมาณน้ำฝนสะสมมาก สภาพดินไม่อุ้มน้ำก็จะเกิดน้ำป่าหลาก โคลนถล่มได้

    ขณะที่ทางเทศบาลเมืองน่านก็ได้เร่งติดตั้งเครื่องสูบน้ำ 4 เครื่องเตรียมพร้อมรับมือ หากระดับน้ำสูงขั้นวิกฤตก็จะเร่งสูบน้ำออกเพื่อป้องกันเข้าท่วมย่านเศรษฐกิจเมืองน่านทันที

    วันนี้ (9 ส.ค.) นพ.สมพงษ์ จรุงจิตตานุสนธิ์ นายแพทย์สาธารณสุขจังหวัด (สสจ.) บุรีรัมย์ เผยถึงสถานการณ์การระบาดของโรคฉี่หนู หรือเลปโตสไปโรซิส ในพื้นที่ จ.บุรีรัมย์ว่า ตั้งแต่เดือน ม.ค.ที่ผ่านมาถึงปัจจุบันพบผู้ป่วยด้วยโรคฉี่หนูรวม 122 ราย แบ่งเป็นชาย 99 ราย หญิง 23 ราย ยังไม่มีรายงานผู้เสียชีวิต

    กลุ่มอายุที่พบมากที่สุดคือ 55-64 ปี รองลงมาคือกลุ่มอายุระหว่าง 45-54 ปี ส่วนกลุ่มอาชีพที่พบมีผู้ป่วยมากที่สุดคือเกษตรกร 79 ราย รองลงมาคืออาชีพรับจ้าง และอาชีพอื่นๆ ตามลำดับ แต่เมื่อเปรียบเทียบกับช่วงเดียวกันของปีที่ผ่านมา พบว่าปีที่ผ่านมามีผู้ป่วย 56 ราย และในจำนวนนี้มีผู้เสียชีวิตด้วย 1 ราย

    นพ.สมพงษ์กล่าวว่า พื้นที่ที่พบมีการแพร่ระบาดมากที่สุดคือ อ.แคนดง รองลงมาคือ อ.โนนสุวรรณ, นาโพธิ์, บ้านใหม่ไชยพจน์ และอำเภออื่นๆ ตามลำดับ แต่มีแนวโน้มการแพร่ระบาดเพิ่มสูงขึ้น เพราะช่วงนี้เข้าสู่ฤดูฝนและเกษตรกรลงไถหว่านปักดำข้าว เสี่ยงต่อการติดเชื้อ จึงแจ้งเตือนเกษตรกรที่ต้องลงแช่น้ำเป็นเวลานาน หากมีอาการไข้สูง ปวดศีรษะ ปวดเมื่อยกล้ามเนื้อน่อง ตาแดง ให้รีบไปพบแพทย์โดยด่วน หากล่าช้าอาจมีอาการรุนแรงถึงขั้นไตวายเสียชีวิตได้

    ส่วนวิธีป้องกันเบื้องต้น เกษตรกรควรสวมใส่รองเท้าบูต หรือเครื่องป้องกันเมื่อลงแช่น้ำ หลังขึ้นจากน้ำให้รีบล้างมือล้างเท้าด้วยสบู่ให้สะอาด โดยเฉพาะผู้ที่มีบาดแผล รอยขีดข่วนตามร่างกาย เนื่องจากโรคฉี่หนูเกิดจากการสัมผัสปัสสาวะของสัตว์โดยตรง หรือติดโดยทางอ้อมจากแหล่งน้ำตามทุ่งนา และบริเวณที่มีน้ำขัง

    กรุงมะนิลาซึ่งเผชิญฝนตกหนักเทียบเท่า 1 เดือนในเวลาเพียง 48 ชั่วโมง ยังคงมีน้ำท่วมขังทุกพื้นที่ แม้ระดับน้ำในแม่น้ำจะเริ่มลดลง และบางพื้นที่ซึ่งเคยมีน้ำท่วมถึงคอก็ลดลงเหลือระดับเข่าแล้วก็ตาม

    เบนิโต รามอส หัวหน้าหน่วยป้องกันพลเรือน เปิดเผยว่า ภารกิจหลักในขณะนี้คือการส่งความช่วยเหลือให้แก่ประชาชนราว 1.95 ล้านคนที่ยังได้รับความเดือดร้อน รวมถึง 300,000 ชีวิตที่ต้องอพยพจากบ้านเรือนไปอาศัยอยู่ที่ศูนย์พักพิงชั่วคราวด้วย

    รัฐบาลฟิลิปปินส์และหน่วยงานท้องถิ่นได้ตระเตรียมอาหาร, ยารักษาโรค และสิ่งของบรรเทาทุกข์ไว้ตั้งแต่ก่อนจะเกิดอุทกภัย และขณะนี้ก็กำลังทยอยส่งไปถึงมือผู้ที่ติดอยู่ในพื้นที่ประสบภัยแล้ว

    อย่างไรก็ตาม หัวหน้าหน่วยบรรเทาทุกข์หลายรายร้องเรียนว่า วิกฤตครั้งนี้ค่อนข้างหนักหนาสาหัส และไม่มีอาสาสมัครมากพอที่จะเข้าไปส่งความช่วยเหลือแก่ประชาชนอย่างทั่วถึง

    “สถานการณ์ขณะนี้เปลี่ยนแปลงตลอดเวลา เราต้องการอาสาสมัครเพื่อมาช่วยในปฏิบัติการบรรเทาทุกข์” เชย์ลา อลินซางัน ผู้ช่วยรัฐมนตรีกระทรวงสวัสดิการสังคม โคราซอน โซลิมัน ระบุ

    รามอสเตือนว่า สถานการณ์น้ำท่วมอาจทวีความรุนแรงขึ้นอีกเนื่องจากสำนักอุตุนิยมวิทยาพยากรณ์ว่าสัปดาห์นี้จะยังมีฝนตกหนักต่อไปอีก

    ข้อมูลจากทางการฟิลิปปินส์ระบุว่า สัปดาห์นี้มีผู้เสียชีวิต 20 รายจากเหตุอุทกภัยในกรุงมะนิลาและจังหวัดใกล้เคียง

    หมู่เกาะฟิลิปปินส์ต้องเผชิญพายุหรือไต้ฝุ่นราว 20 ลูกต่อปี ซึ่งมักเป็นพายุที่มีความรุนแรง

    นายจักรพันธ์ ปิยะพฤกษพรรณ ผู้จัดการอาวุโสฝ่ายบริหารอาคาร บริษัท ซี.พี.แลนด์ จำกัด (มหาชน) กล่าวในฐานะผู้เปิดพื้นที่ให้กับศูนย์รวมแนะแนวการศึกษา บริหารอื่นๆ และมีสถาบันกวดวิชากว่า 17 สถาบัน ว่าจากกรณีเหตุการณ์เกิดเพลิงไหม้อาคารที่ใช้เป็นสถาบันกวดวิชา รวมถึงโรคมือเท้าปากที่กำลังระบาดอยู่ในขณะนี้ ทางบริษัทจึงได้จัดทำสื่อเพื่อแจกจ่ายให้แก่ผู้ประกอบการ สถาบันกวดวิชาภายในอาคาร เพื่อนำไปเผยแพร่ สร้างความรู้ ความเข้าใจ เตรียมพร้อมแก่เด็ก เยาวชน ในการป้องกันเมื่อเกิดเหตุเพลิงไหม้

    “คณะกรรมการรวมจึงได้ขอความร่วมมือสถานประกอบการ สถาบันกวดวิชา ในการให้ความรู้เกี่ยวกับการหนีไฟแก่เด็กๆ เพราะต่อให้เด็กมาเรียนเพียง1-2 ชั่วโมง แต่หากมีอัคคีภัยเกิดขึ้น การเตรียมพร้อม รับมือกับภัยที่เกิดขึ้นย่อมมีความจำเป็น” นายจักรพันธ์ กล่าว

    นายจักรพันธ์ กล่าวอีกว่า ในกลุ่มอาคารของบริษัท ซี.พี.แลนด์ จะมีคณะกรรมการความปลอดภัย ชีวอนามัย และสิ่งแวดล้อม ทำหน้าที่หารือถึงแนวทางในการบริหารงานอาคาร การดูแลเรื่องความปลอดภัย สุขอนามัย และทุกเรื่องร่วมกันโดยคำนึกถึงผู้ที่จะมาใช้บริการอาคารเป็นหลัก เช่น โรคมือเท้าปากระบาด ก็มีแนวคิดจะมีการนำเจลล้างมือ รณรงค์ให้พ่อแม่ ผู้ปกครองรู้ถึงวิธีป้องกัน สาเหตุ และช่วยกันดูแลเด็ก หรือช่วงที่มีเหตุการณ์แผ่นดินไหว ทางอาคารก็ได้จัดทำสื่อ เพื่อให้ความรู้ วิธีการรับมือเมื่อเกิดแผ่นดินไหวที่ประเทศไทย ฯลฯ

    นายจักรพันธ์ กล่าวต่อว่า ปัจจุบันเด็กไทยเรียนกวดวิชาจำนวนมาก ซึ่งสถาบันกวดวิชาส่วนใหญ่ อยู่ในอาคารใหญ่ ตึกสูง ดังนั้น ก่อนจะเลือกสถาบันกวดวิชาให้แก่ลูกหลาน อยากฝากพ่อแม่ ผู้ปกครอง ให้ดูลักษณะของอาคารเรียน การดูแล เจ้าหน้าที่ ป้ายฉุกเฉิน บันไดหนีไฟ ถังดับเพลิง หรือป้ายบอกทางต่างๆ คุณภาพ มาตรฐานของตัวตึก อาคาร อย่าดูเพียงอาจารย์ดี เด่น ดัง สอนเก่งเท่านั้น และที่สำคัญพ่อแม่ ผู้ปกครองต้องให้ความรู้ในการป้องกัน ดูแลตัวเองแก่ลูกหลาน เมื่อเกิดภัยอันตรายต่างๆ ไม่ว่าจะเป็น อัคคีภัย แผ่นดินไหว หรือโรคระบาด เพราะถ้าให้เด็กไปศึกษาเอง ต้องยอมรับว่าเด็กไม่ค่อยมีความรู้เหล่านี้ พ่อแม่ ผู้ปกครอง ขณะเดียวกันผู้ประกอบ เจ้าของอาคารเอง ควรมีจิตสำนึกในการให้บริการ อย่ามองเพียงกำไรที่จะได้จากค่าเช่า แต่ต้องนึกถึงความปลอดภัยของเด็ก ผู้ที่จะมาใช้บริการอาคารด้วย

    สื่อจีนรายงาน ภายในห้างสรรพสินค้าแห่งหนึ่ง ในเมืองอู่ฮั่น มี “ถนนทองคำ” ซึ่งใช้ทองคำแท่งปูบนพื้นเป็นทางยาว 7 เมตร ดึงดูดให้ผู้คนที่มาเห็น ได้มีโอกาส “เหยียบเงิน”

    ภายในโครงกระจกได้จัดวางทองคำแท่งบริสุทธิ์ไว้อย่างเรียบร้อย ทองคำแต่ละก้อนมีน้ำหนัก 1 กิโลกรัม รวมทั้งสิ้น 200 ก้อน และหากเทียบราคาในปัจจุบัน ทองคำแท่งจะมีมูลค่าเกือบ 70,000,000 หยวน (หรือราว 350,000,000 บาท)

    “ทองแท่งเยอะขนาดนี้ ของจริงหรือเปล่า” ผู้ชมบางส่วนตั้งคำถามกับพนักงาน และมีหลายคน ขณะที่เดินอยู่บน “ถนนทองคำ” นั้น จะพยายามเดินให้เบาที่สุด บางคนยื่นปลายเท้าออกไปสำรวจอย่างระมัดระวัง ก่อนจะย่างเท้าเดิน เพราะกลัวว่าจะทำกระจกนั้นแตกเสียหาย

    พนักงาน เผยว่า การปู “ถนนทองคำ” นี้ เพื่อต้อนรับเทศกาลอัญมณีซึ่งทางห้างเป็นผู้จัด ในระหว่างวันที่ 3 - 6 ส.ค. ที่ผ่านมา และโครงกระจกชนิดพิเศษที่มีทองคำอยู่นั้น ใช้ 10 กว่าโครง โดยได้รับการทดสอบมาแล้ว คนทั่วไปสามารถเดินได้ และไม่ก่อให้เกิดความเสียหายใดๆ

    น้ำล้นสปริลเวย์อ่างเก็บน้ำแม่สอดท่วมหลายจุด

    ผู้สื่อข่าวรายงานว่า ขณะนี้น้ำได้ล้นสปิลเวย์ ประมาณ 15 เซนติเมตร ที่อ่างเก็บน้ำแม่สอด ตำบลพระธาตุผาแดง ส่งผลให้น้ำตามลำห้วยมีระดับสูงขึ้นมาก เช่นเดียวกับลำลางเทศบาลนครแม่สอด ที่ทำไว้เพื่อแก้ปัญหาน้ำท่วม น้ำไหลท่วมใส่บ้านเรือนราษฎร และส่งผลให้มีน้ำท่วมหลายแห่งแล้ว ล่าสุดเทศบาลได้ประกาศฉุกเฉินในการเตือนภัยน้ำท่วมแล้ว ให้ประชาชนเก็บข้าวของไว้ในพื้นที่สูง และให้ระมัดระวัง อย่างไรก็ดี ประชาชนที่ติดตามสถานการณ์น้ำ ได้เดินทางไปดูน้ำล้นสปิลเวย์ ที่อ่างเก็บน้ำแม่สอดจำนวนมาก
    ขณะที่จังหวัดเมียวดี ของพม่า ตรงข้ามบ้านริมเมย ตำบลท่าสายลวด อำเภอแม่สอด เกิดน้ำท่วมใหญ่หลังจากแม่นน้ำเมยเอ่อท่วมขึ้นเข้าไปในตัวเมืองเมียวดี ทำให้น้ำท่วม 4 ชุมชน ทั้งชนชนเมือง และชุมชนรอบนอก ชาวบ้านต้องเก็บข้าวของ และชาวบ้านนับ 1,000 คน ต้องหนีน้ำไปอยู่ในปลอดภัย โดยล่าสุด นายมิตเต็ง นายอำเภอเมียวดี ได้นำเจ้าหน้าที่แจกถุงยังชีพให้กับชาวบ้าน ที่ประสบภัยน้ำท่วม

    เตือนให้ระวังพายุก่อตัวหลายลูกจ่อเข้าไทย


    นายเสรี ศุภราทิตย์ ผู้อำนวยการศูนย์การเปลี่ยนแปลงภูมิอากาศและภัยพิบัติ มหาวิทยาลัยรังสิตให้ความเห็นถึงมาตรการการป้องกันน้ำท่วม หรือความเสี่ยงที่จะเกิดน้ำท่วมในปีนี้ว่า สิ่งที่คิดว่าเป็นความก้าวหน้ามากที่สุด คือ การขุดลอกคูคลอง แต่ปัญหา คือ ไม่ได้ประเมินว่า คลองต่าง ๆ รับน้ำได้มากแค่ไหน ฉะนั้น จึงอยากจะประเมินให้ได้ว่า ปีนี้จะระบายน้ำได้กี่เปอร์เซ็นต์ แต่ระบายเพิ่มขึ้นแน่นอน ส่วนการพร่องน้ำในเขื่อน ถือว่าจำเป็นในการรับฝนที่ตกเหนือเขื่อน แต่สิ่งที่น่าเป็นห่วง คือ ฝนที่ตกใต้เขื่อนจะทำอย่างไร และจะเกิดอะไรขึ้น เช่น กรณีปี 2553 น้ำท่วมภาคกลางแต่ไม่ท่วมกรุงเทพมหานคร ท้ายที่สุด ถ้าเกิดน้ำท่วมแบบเลวร้ายที่สุด คือ มีฝนตกใต้เขื่อน แต่ไม่ได้ระบายน้ำจากเขื่อนมาสมทบเหมือนปีที่ผ่านมา

    นายเสรี กล่าวอีกว่า สองเดือนนี้ ยังมีพายุ คาดว่าพายุจะก่อตัวอีก 20 ลูก และแน่นอน 20 เปอร์เซ็นต์ พายุจะต้องพัดเข้าประเทศไทยและส่งผลกระทบ ดังนั้น ยังจะต้องเฝ้าระวัง พร้อมประเมินว่า เมื่อฝนตกปริมาณเท่านี้ จะเกิดผลกระทบอย่างไร โดยคาดว่าเลวร้ายที่สุด คงไม่เกินปี 2553ส่วนการบริหารจัดการทรัพยากรน้ำของรัฐบาล ที่อาจจะมีการทุจริตนั้น รัฐบาลต้องตอบข้อสงสัยการเสนอกรอบแนวคิดเพื่อให้เกิดความชัดเจนในหลายเรื่อง โดยไม่ใช้แค่ขุดลอกคูคลอง หรือสร้างอ่างเก็บน้ำอย่างเดียว ต้องใช้หลายมาตรการ ยอมรับยังรู้สึกกังวล และเสนอขยายเวลาศึกษาโครงการ.

    เกิดเหตุถนนยุบตัวใน ซ.สุขุมวิท 31 สาเหตุซ่อมไม่เรียบร้อย

           เกิดเหตุถนนยุบตัวที่ถนนในซอยสุขุมวิท 31 ซึ่งเป็นซอยลัดที่จะสามารถลัดไปยัง มศว ประสานมิตร ได้ ซึ่งหลุมมีขนาดใหญ่มากพอสมควร โดยเมื่อช่วงเช้าที่ผ่านมามีรถบัส 6 ล้อ ของโรงเรียนมนตรีวิทยาพระโขนงตกลงไปด้วย แต่โชคดีไม่มีนักเรียนโดยสารมา จึงไม่มีใครได้รับบาดเจ็บ ซึ่งทางตำรวจทองหล่อได้ประสานผู้รับเหมาให้นำแผ่นเหล็กมาปิด แต่แผ่นเหล็กเล็กกว่าหลุม จึงประสานให้หาแผ่นใหญ่มาปิดแทน ส่วนสามาเหตุคาดว่าเกิดจากการซ่อมแซมถนน แต่ทำไม่เรียบร้อยจึงเกิดหลุมดังกล่าว และมีน้ำอยู่เต็มหลุมเนื่องจากฝนตกลงมาเมื่อช่วงเช้า

    สำนักข่าวซินหัว ของทางการจีน รายงานว่า หลังจากพายุไต้ฝุ่น "ไห่ขุย" พัดถล่มพื้นที่ของจีน ในหลายพื้นที่ อาทิ เซี่ยงไฮ้, เจ้อเจียง, เจียงซู เป็นเหตุให้มีน้ำท่วมสูง ประชาชนได้รับความเดือดร้อนกว่า 2.14 ล้านคน และล่าสุดมีการยืนยันจาก สำนักงานสถิติ กระทรวงกิจการพลเรือน ระบุว่า มีผู้เสียชีวิตแล้วถึง 4 รายโดย ผู้เสียชีวิตนั้น 2 ราย อยู่ในเซี่ยงไฮ้ และประชาชนได้รับผลกระทบ 361,000 คน บ้านเรือนกว่า 50 หลัง ถูกทำลาย และอีก 700 หลัง ได้รับความเสียหายบางส่วน ขณะที่ ในจังหวัดเจียงซู มีผู้เสียชีวิต 1 ราย และประชาชนเดือดร้อน 662,000 คน บ้านเรือนถูกทำลาย 600 หลัง และเสียหายบางส่วนอีก 2,400 หลังทั้งนี้ รายงานระบุว่า ยังมีประชาชนกว่า 7 ล้านคน ใน เจ้อเจียง ที่ได้รับผลกระทบ แม้ว่าจะมีการอพยพไปแล้วกว่า 1.5 ล้านคน แล้วก็ตาม และมีผู้เสียชีวิตแล้ว 1 ราย เช่นกันสำหรับ พายุไห่ขุย นี้ เป็นไต้ฝุ่นลูกที่ 3 ที่พัดถล่มชายฝั่งด้านตะวันออกของจีน ช่วงสัปดาห์นี้ ต่อจาก พายุซาวลา และ ดอมเรย์
